In April of 1982, BGE and CAN signed into an agreement for the establishment of the Fuel Fund of Baltimore County as a means to help low-income residents in the payment of heating bills incurred during severe winter weather. Since that time thousands of low-income households have participated in the program. Clients now receive year-round help for shut-off of their utilities from resources provided by CAN and matching credits from BGE. For each $2 paid by the client, BGE pays $1 in matching credits.

CAN taps a variety of its resources for helping clients make utility payments to BGE including a combination of grant funds, client funds, donations from other corporations, foundations, church groups, individuals and the Fuel Fund of Maryland. Monies are used to prevent utility turn-off, restore terminated service, or purchase fuel oil and propane.

In order to be assisted by C.A.N:

You must be a Baltimore County Resident.

You must not have been helped by our Agency in the past 12 months.

You MUST have a turn-off notice.

You must apply for Assistance at the Home Energy Assistance Program (OHEAP)


The following documentation must be provided at time of the interview:

1. Social Security Cards for all household members

2. Photo ID for all household member 18 yrs and older

3. Income for the entire household for the last 30 days
    (i.e.: wages, unemployment, child support, Social Security benefits, etc.)

4. Proof of residence (i.e. lease)


C.A.N may be able to assist with your BGE Turn-Off notice/Services Off, if you are income eligible according to the Baltimore County Fuel Fund Guidelines and you have been approved for MEAP & EUSP. A referral from the Maryland Energy Assistance Program (MEAP) is required at the time of interview.

C.A.N. may be able to assist with your eviction prevention if you are income eligible according to the Federal Poverty guidelines and you have a current Failure to Pay Rent Notice from the courts.
