Put Weatherization to Work for You! The Weatherization Assistance Program (WAP) is the nation's core program for delivering energy efficiency services to low-income households. The Community Assistance Network (CAN) delivers these services to income-qualified residents in Baltimore County. In collaboration with BGE, Baltimore County Office of Community Conservation, Maryland Department of Human Resources, Maryland Department of Housing and Community Development, and the U.S. Department of Energy, CAN delivers services to more than 300 households each year.

The WAP goal is to reduce energy costs to low-income persons by improving the energy efficiency of their homes, while ensuring their health and safety. Professionally trained weatherization crews perform on-site home energy audits using state-of-the-art equipment to identify outside drafts and inspect heating systems for efficiency.

Weatherization crews install insulation, seal off air leaks, and make modifications to (or replace) existing heating systems. Once installed, these energy-saving measures help to reduce heating and cooling costs for years to come. How do I qualify for services? How do I apply? How can I educate myself on saving energy?

Eligible Applicants

Owner applicants must be income eligible (currently 60% of statewide median) and able tp prove ownership of the housing unit. For rental units, landlords must prove ownership and also agree to participate and invest. Priority is given to homeowners who are elderly, disabled, have families with children and or have the higest energy consumption.

Applying for Assistance

Interested persons may apply to the local agency that serves the political jurisdictions in which they reside (Baltimore County; MD Energy Conservation; 866-879-2283) or directly through the Maryland Energy Assistance Program.

Service Delivery Options

Once eligibilty is determined, the local agency will schedule an energy audit inspection. If the existing condition of the dwelling permits, the program may provide the following treatments to make the unit more energy efficient:

(1) Blow door air infiltration reduction

(2) Insulation in the attic, floors and walls

(3) Hot water system improvements

(4) lighting retrofit

(5) Furnace cleaning/tuning, safety repairs, burner retrofit or replacement

(6) Health and safety items
